Resumo
Os indicadores e bancos de dados concernentes ao setor de saneamento devem auxiliar na conversão dos déficits deste tipo de serviço. Porém os benefícios dos indicadores somente são concebidos quando relacionados ao contexto organizacional dos municípios; assim como às características dos sistemas e da região, pois conduzem a uma interpretação de dados mais plausível ao panorama real. Em paralelo, o desequilíbrio entre a oferta e demanda de água ao longo dos anos, e a recente promulgação da Lei Federal nº 14.026/2020 e da Portaria MDR nº 490/2021 destacam a importância do conhecimento sobre índices de perda de água na distribuição. É nesse contexto que se buscou estudar indicadores de desempenho de perdas de água e sua relação com variáveis que possam comprometer os seus resultados. Para isto, além das pesquisas teóricas foi realizado um estudo de caso com diferentes municípios do Estado de Santa Catarina, considerando o atendimento por uma única prestadora de serviços, e empregando-se informações vinculadas a um banco de dados de saneamento e ao banco de dados do próprio prestador. Para a compreensão da influência das variáveis nos indicadores escolhidos, aplicou-se uma análise descritiva dos dados através de gráficos boxplot e uma análise estatística das principais tendências verificadas A pesquisa resultou na escolha dos indicadores IN049 – índice de perdas na distribuição e IN051 – índice de perdas por ligação correlacionados a fator institucional (divisão de gestão em superintendências regionais) e correlacionados a fator geográfico (AG001 – população total atendida por abastecimento de água) para a avaliação sobre o aumento de população. O estudo empregou as informações do SNIS com referência no ano de 2019 e considerou apenas os municípios com macromedição a partir de 90%, o que eliminou grande parte da amostra inicial de 194 municípios e revelou a necessidade de investimento de macromedição. Após as análises dos 77 municípios restantes, identificou-se como resultado principal que o grupo de municípios com população acima de 10 mil habitantes tende a apresentar aumento no índice de perdas conforme aumento da população total atendida por abastecimento de água, sobretudo para o índice de perdas por ligação (IN051). Os resultados ainda indicaram que os estudos do porte populacional do município e sua influência nos indicadores de perdas precisam ser aprofundados, bem como a análise de outras variáveis de influência – este tipo de pesquisa poderia trazer mais respaldo técnico às metas da Portaria MDR nº 490/2021.

The research used information from the SNIS with reference to the year 2019 and considered only the cities with macro measurement from 90%, which eliminated a large part of the initial sample of 194 cities and revealed the need for investment in macro measurement. After analyzing the remaining 77 cities, it was identified as the main result that the group of cities with a population of over 10 thousand inhabitants tends to present an increase in the rate of losses as the total population served by water supply increases, especially for the rate of connection losses (IN051). The results also indicated that the studies of the population size of the city and its influence on the loss indicators need to be deepened, as well as the analysis of other influence variables - this type of research could provide more technical support to the goals of Ordinance MDR nº 490/ 2021.
