Estudo das saídas de emergência de uma edificação em Florianópolis: discussão sobre diferentes aplicações das instruções normativas do Corpo de Bombeiros Militar de Santa Catarina e da NBR 9077/2025

O presente Trabalho de Conclusão de Curso (TCC) teve como objetivo verificar quais alterações seriam necessárias, com relação às saídas de emergência, em uma edificação de ocupação F-11 (boate) composta por dois blocos, localizada na Grande Florianópolis, frente à atualização da NBR 9077 no ano de 2025. Para isso, comparou- se a aplicação da nova norma nacional — baseada no Perfil de Risco de Vida — com a da Instrução Normativa 09 do Corpo de Bombeiros Militar de Santa Catarina, de caráter prescritivo e fundamentada em Unidades de Passagem. A pesquisa, de natureza mista, combinou a análise documental comparativa das normas com um estudo de caso, mediante a aplicação dos parâmetros técnicos à edificação a partir de suas plantas baixas. A sistematização evidenciou convergências, como a densidade de 3 pessoas/m² e os acréscimos de caminhamento por pé-direito, e divergências relevantes no número mínimo de rotas, na largura e na independência das portas e na metodologia de dimensionamento. Na aplicação, os blocos apresentaram lotação de 701 e 6.289 pessoas, identificando-se não conformidades das saídas existentes, sobretudo quanto ao número de rotas independentes exigido pela NBR 9077/2025. Conclui-se que a norma nacional eleva o rigor em pontos-chave do projeto de saídas de emergência para ocupações F-11, apontando as adequações necessárias à regularização da edificação.
This Undergraduate Thesis aimed to determine the necessary alterations regarding emergency exits in an F-11 occupancy building (nightclub) consisting of two blocks, located in Greater Florianópolis, in light of the updated ABNT NBR 9077/2025 standard. To this end, the application of the new national standard—based on the Life Risk Profile—was compared with Normative Instruction 09 of the Santa Catarina Military Fire Department (IN 09/CBMSC), which is prescriptive and based on Passage Units. The mixed-methods research combined a comparative documentary analysis of the standards (ABNT NBR 9077/2025 and IN 09/CBMSC) with a case study, by applying the technical parameters to the building based on its floor plans. The systematization highlighted convergences, such as the density of 3 people/m² and the travel distance increments per ceiling height, as well as significant divergences in the minimum number of routes, the width and independence of doors, and the sizing philosophy (a linear coefficient of 4.1 mm/person in the NBR versus the Passage Units of the IN). During application, the blocks presented an occupancy of 701 and 6,289 people, and non-conformities were identified in the existing exits, particularly regarding the number of independent routes required by NBR 9077/2025. It is concluded that the national standard increases the rigor in key aspects of emergency exit design for F-11 occupancies, indicating the necessary adjustments for the building's regularization.
