Mercado Livre de Energia: modelo varejista e processo de migração

Atualmente, no mercado de energia existem duas opções para o consumidor: o Ambiente de Contratação Regulado (ACR) e o Ambiente de Contratação Livre (ACL), no qual neste último tem-se a liberdade de escolher quem será o fornecedor de energia, e negociar o valor deste produto. Com a abertura de mercado realizada em 2024 espera-se a ampliação deste modelo, tendo como consumidores o grupo A independentemente da demanda contratada. Além disso, já há planejamentos para os anos seguintes, nos quais será possível que consumidores do grupo B também ingressem no Mercado Livre de Energia (MLE). A inclusão de consumidores de menor porte no MLE se dará através da figura do comercializador varejista. Neste trabalho é verificada a viabilidade do consumidor representado pelo agente varejista em migrar para o MLE. A partir do levantamento de dados, baseados na fatura de energia, será feito um comparativo entre ACR e ACL, mostrando a economia gerada ano a ano ao consumidor caso entre no MLE. Posteriormente, o trabalho segue tratando do processo de migração, descrevendo toda a etapa de análise de Contrato de Compra de Energia Regulado (CCER) e carta denúncia a distribuidora, em seguida cadastro na Câmara de Comercialização de Energia Elétrica (CCEE) e as solicitações necessárias a serem feitas a distribuidora como vistoria, adequação e cadastro do ponto de medição até sua última etapa que seria o processo de comissionamento da unidade consumidora.
Currently, in the energy market there are two options for the consumer: the Regulated Contracting Environment (ACR) and the Free Contracting Environment (ACL), in which the latter the consumer has the freedom to choose who will be their energy supplier and negotiate the value of this product. With the market opening in 2024, this market model is expected to expand, with group A consumers, regardless of contracted demand, and over time, planning is already underway for the following years, when it will be possible for group B consumers to also participate in the Free Energy Market (MLE). The inclusion of smaller consumers in the MLE will take place through the figure of the retail trader. In this work, the feasibility of the consumer represented by the retail agent in migrating to the MLE is verified. From the data collection, based on the energy bill, a comparison will be made between ACR and ACL, showing the savings generated year by year for the consumer if they enter the MLE. Subsequently, the work continues dealing with the migration process, describing the entire stage of analysis of the Regulated Power Purchase Contract (CCER) and letter of complaint to the distributor, followed by registration with the Electric Energy Trading Chamber (CCEE) and the necessary requests to be made to the distributor such as inspection, adaptation and registration of the measuring point until its last stage, which would be the commissioning process of the consumer unit.
