Gestão de penalidades regulatórias em distribuidoras de energia: análise do expurgo de interrupções e seus impactos nos indicadores de continuidade

A gestão dos indicadores de continuidade do fornecimento de energia elétrica representa um desafio relevante para as distribuidoras, especialmente diante da complexidade dos critérios regulatórios associados ao expurgo de interrupções e dos impactos operacionais e financeiros decorrentes dessas decisões. Diante disso, o presente trabalho analisa o processo interno de gestão das penalidades regulatórias associadas aos indicadores DEC e FEC, com foco na tomada de decisão referente ao expurgo desses indicadores. A escolha do tema se justifica pela relevância operacional e financeira desses indicadores, cuja apuração envolve critérios complexos e impacta de maneira direta a conformidade regulatória das distribuidoras, configurando uma demanda real identificada durante o estágio do autor na Divisão de Pós-Operação da Celesc. O trabalho aborda os critérios regulatórios de expurgo relacionados às ferramentas de Dia Crítico e Interrupção em Situação de Emergência, por meio de revisão bibliográfica das normas vigentes e da análise dos procedimentos internos adotados pela distribuidora. Além da fundamentação teórica, foi desenvolvido um relatório em Power BI e realizado um estudo de caso com dados reais de interrupções, possibilitando a comparação prática entre os diferentes critérios de expurgo e seus impactos sobre os indicadores de continuidade. Os resultados obtidos evidenciam que a análise comparativa pode contribuir para uma tomada de decisão mais consistente no contexto da pós-operação, auxiliando na redução dos impactos regulatórios associados a eventos de grande escala e ampliando a margem de segurança em relação aos limites regulatórios.
The management of electric power supply continuity indicators represents a significant challenge for electricity distribution companies, especially given the complexity of the regulatory criteria associated with the exclusion of interruptions and the operational and financial impacts resulting from these decisions. In this context, the present work analyzes the internal process of managing regulatory penalties associated with the DEC and FEC indicators, focusing on the decision-making process related to the exclusion of these indicators. The choice of this topic is justified by the operational and financial relevance of these indicators, whose assessment involves complex criteria and directly affects the regulatory compliance of electricity distribution companies, constituting a real demand identified during the author’s internship at the Post-Operation Division of Celesc. This work addresses the regulatory criteria related to Critical Day and Emergency Situation Interruption exclusions through a bibliographic review of the applicable regulations and the analysis of the internal procedures adopted by the company. In addition to the theoretical foundation, a Power BI report was developed and a case study based on real interruption data was carried out, enabling a practical comparison between the different exclusion criteria and their impacts on continuity indicators. The results obtained demonstrate that comparative analysis can contribute to more consistent decision-making within the post-operation context, assisting in the reduction of regulatory impacts associated with large-scale events and increasing the safety margin in relation to regulatory limits
