Estudo comparativo entre preços do Sinapi e preços do Mercado Local na orçamentação de uma obra pública em São José, Santa Catarina

Resumo
O SINAPI (Sistema Nacional de Custos e Índices da Construção Civil) possui uma extensa base de dados, segmentada para cada estado brasileiro, contendo diversos insumos e serviços precificados, em tese, com base nos preços praticados em mercado. A ferramenta é amplamente utilizada para auxílio na orçamentação na área da construção civil, em todo o Brasil, especialmente na esfera pública, já que a Lei 14.133/2021 determina que os preços do SINAPI sejam adotados como referência para compor os orçamentos de obras e serviços de engenharia, pertencentes aos processos licitatórios que utilizem recursos da União. Entretanto, o SINAPI já passou por procedimentos de fiscalização e auditoria, realizados pelo TCU (Tribunal de Contas da União) e pela CGU (Controladoria-Geral da União), onde foram constatadas diversas inconsistências que impactavam a precisão dos valores contidos em sua base de dados. Surge, inevitavelmente, um grau de incerteza quanto ao nível de precisão dos preços contidos no sistema. Dessa maneira, o presente trabalho propôs uma análise comparativa entre um orçamento com preços do SINAPI e outro com preços extraídos no mercado local, para uma obra pública em São José-SC. Foram mantidas as mesmas composições unitárias e coeficientes de representatividade nos dois orçamentos, alterando somente os valores dos insumos coletados, com o objetivo de verificar a diferença de custo da obra, utilizando-se as duas metodologias de orçamentação. Por fim, o custo total da obra apurado com valores do SINAPI, totalizou R$ 2.560.659,24, enquanto o de mercado, R$ 2.371.817,53, representando uma diferença percentual de 7,96%. Todavia, foram constatadas variações ainda mais expressivas para determinados insumos e serviços pertencentes ao orçamento.
SINAPI (National System of Civil Construction Costs and Indexes) has a extensive database, segmented for each Brazilian state, containing several inputs and services priced, in theory, based on the prices practiced in Marketplace. The tool is widely used to aid in budgeting in the area of civil construction, throughout Brazil, especially in the public sphere, since the Law 14,133/2021 determines that SINAPI prices are adopted as a reference to compose the budgets for works and engineering services, belonging to the bidding processes that use Union resources. However, SINAPI has passed by inspection and auditing procedures, carried out by the TCU (Tribunal de Union Accounts) and by the CGU (Controller General of the Union), where several inconsistencies were found that impacted the accuracy of the values contained in your database. A degree of uncertainty inevitably arises as to the level precision of the prices contained in the system. In this way, the present work proposed a comparative analysis between a budget with SINAPI prices and another with prices extracted from the local market, for a public work in São José-SC. The same unitary compositions and coefficients of representativeness in both budgets, changing only the values of inputs collected, with the objective of verifying the difference in cost of the work, using the two budgeting methodologies. Finally, the total cost of the work determined with SINAPI values, totaled R$ 2,560,659.24, while the market value, R$ 2,371,817.53, representing a percentage difference of 7.96%. However, there were even more expressive variations were found for certain inputs and services belonging to the budget.
