Educação Profissional e Tecnológica (EPT), direito à moradia e ocupações urbanas: por um papel social do/a engenheiro/a civil

Abstract

O presente estudo buscou refletir sobre um ou o papel social do/a Engenheiro/a Civil formado pela Educação Profissional e Tecnológica no/do Instituto Federal Santa Catarina – IFSC, à luz da negação do direito à moradia, consubstanciado pela mercantilização da mesma, trazendo à tona o papel das ocupações urbanas na luta por esse direito. O recorte da pesquisa foi a Grande Florianópolis. A metodologia empregada foi a pesquisa de abordagem qualitativa, do tipo bibliográfica, documental e de campo, tendo a observação e conversas informais com moradores/as da ocupação Carlos Marighela, em Palhoça-SC, como instrumento de produção de dados. Os resultados apontam que a Grande Florianópolis vivencia um momento agudo da mercantilização da moradia, o qual tende a se asseverar após a aprovação do novo plano diretor, recentemente. Há um déficit habitacional muito grande no recorte. Os movimentos de ocupação urbana, como a ocupação Carlos Marighela, surgem com o intuito de lutar em favor da moradia enquanto um direito de todos/as. Esse debate não pode estar ausente do curso de bacharelado em Engenharia Civil do IFSC, o que corrobora para que a instituição focalize a formação deste profissional tendo em conta a sua função social, não apenas ancorada nos aspectos técnicos.The present study sought to reflect on one or the social role of the Civil Engineer trained in Professional and Technological Education at the Instituto Federal Santa Catarina – IFSC, in light of the denial of the right to housing, substantiated by the commodification of it, bringing the role of urban occupations in the fight for this right is highlighted. The research area was Greater Florianópolis. The methodology used was qualitative research, bibliographical, documentary and field research, using observation and informal conversations with residents of the Carlos Marighela occupation, in Palhoça-SC, as a data production instrument. The results indicate that Greater Florianópolis is experiencing an acute moment in the commodification of housing, which tends to worsen after the approval of the new master plan recently. There is a very large housing deficit in the area. Urban occupation movements, such as the Carlos Marighela occupation, arise with the aim of fighting in favor of housing as a right for all. This debate cannot be absent from the IFSC Bachelor's degree in Civil Engineering, which supports the institution's need to focus on the training of this professional taking into account their social function, not just anchored in technical aspects.
