Comparativo de custos da estrutura de concreto: estudo de caso de um edifício escolar em Florianópolis – SC

A expansão da infraestrutura em instituições públicas de ensino exige um planejamento técnico rigoroso, capaz de garantir a viabilidade e a eficiência das obras. Nesse contexto, é necessário considerar os diversos elementos que compõem uma edificação, dentre os quais a estrutura desempenha um papel fundamental devido ao seu impacto significativo no custo total e à sua influência direta na definição do método construtivo. Assim, este trabalho visa estimar e comparar os custos da superestrutura do novo prédio do Departamento Acadêmico de Construção Civil (DACC) do Instituto Federal de Educação, Ciência e Tecnologia de Santa Catarina (IFSC) – Câmpus Florianópolis, com foco na análise de duas alternativas de concreto: moldado in loco e pré-moldado. A metodologia consistiu em um estudo de caso, com levantamento quantitativo a partir dos projetos preliminares arquitetônico e estrutural, entrevistas com a equipe técnica e empresas especializadas, e elaboração de orçamentos preliminares com base em composições de custos de referência e cotações de mercado. Como resultado, constatou-se que o sistema moldado in loco apresentou um custo total de R$ 8.075.106,25, enquanto o sistema pré-moldado apresentou custos de R$ 5.100.534,22 e R$ 5.575.619,29, segundo propostas de duas empresas distintas, representando reduções de 36,84% e 30,95%, respectivamente, em relação ao sistema moldado in loco. Esses resultados indicam maior viabilidade econômica do sistema pré-moldado para a edificação analisada. Cabe ressaltar, contudo, que os resultados obtidos estão diretamente relacionados às características específicas do projeto analisado, às premissas adotadas no levantamento quantitativo e aos custos unitários considerados, especialmente no que diz respeito ao consumo de concreto, ao uso de lajes alveolares e aos índices de reaproveitamento de fôrmas, e, portanto, não devem ser generalizados sem a devida análise das particularidades de cada projeto. Destaca-se, por fim, a importância do orçamento preliminar como ferramenta fundamental para apoiar a tomada de decisões e o planejamento de obras públicas, podendo este estudo servir de referência para profissionais da área, estudantes de Engenharia Civil e para o próprio IFSC em futuras decisões relacionadas à execução do projeto.
The expansion of infrastructure in public educational institutions requires rigorous technical planning to ensure the feasibility and efficiency of construction projects. In this context, it is necessary to consider the various elements that compose a building, among which the structural system plays a fundamental role due to its significant impact on total cost and its direct influence on the definition of the construction method. Therefore, this study aims to estimate and compare the costs of the superstructure of the new building of the Academic Department of Civil Construction (DACC) of the Federal Institute of Education, Science and Technology of Santa Catarina (IFSC) – Florianópolis Campus, focusing on the analysis of two concrete structural alternatives: cast-in-place and precast concrete. The methodology consisted of a case study, including quantity takeoff based on preliminary architectural and structural designs, interviews with the technical team and specialized companies, and the preparation of preliminary budgets based on reference cost compositions and market quotations. The results showed that the cast-in-place system presented a total cost of R$ 8,075,106.25, while the precast system presented costs of R$ 5,100,534.22 and R$ 5,575,619.29, according to proposals from two different companies, representing reductions of 36.84% and 30.95%, respectively, compared to the cast-in-place system. These results indicate greater economic feasibility of the precast system for the analyzed building. However, it should be noted that the results are directly related to the specific characteristics of the analyzed project, the assumptions adopted in the quantity survey, and the unit costs considered, especially regarding concrete consumption, the use of hollow-core slabs, and formwork reuse rates, and therefore should not be generalized without proper analysis of each project's specific conditions. Finally, the importance of preliminary budgeting as a fundamental tool to support decision-making and the planning of public construction projects is emphasized, and this study may serve as a reference for professionals in the field, Civil Engineering students, and IFSC in future decisions related to project implementation.
