Assédio moral na Educação Profissional e Tecnológica: percepções dos/as servidores/as do Instituto Federal de Santa Catarina - IFSC

O assédio moral é uma violência que fere a dignidade humana, causando danos físicos, emocionais, psicológicos entre outros. A revisão da literatura revelou uma lacuna significativa de produções acadêmicas sobre o assunto na área educacional, principalmente na Educação Profissional Tecnológica- EPT. Esse cenário trouxe questionamentos e reflexões sobre como os indivíduos que compõem esses ambientes educacionais estão percebendo, lidando e combatendo essa violência. Diante da falta de resposta quanto à realidade existente nesses locais, definiu-se pesquisar uma instituição que ofertasse a EPT, sendo escolhido o Instituto Federal de Santa Catarina - IFSC. O objetivo geral desta pesquisa foi analisar as percepções que os/as servidores/as do IFSC têm sobre o assédio moral. Para a construção e reflexão dos conhecimentos e dados que foram produzidos, essa dissertação teve como referencial teórico autores/as que dialogam com o tema da pesquisa especificamente como Hirigoyen (2003, 2006), Freitas (2001, 2007, 2008), Barreto(2005, 2008, 2011, 2015) e Heloani (2004, 2005, 2008, 2015, 2023) e outros/as que compreendem que trabalho e educação são indissociáveis na existência humana como Freire(1986, 1992, 2004), Kuenzer(2017), Leite (2017), Mészáros (2008), Moura (2014), Ramos (2008, 2014) e Saviani (2017). A pesquisa teve uma abordagem qualitativa, com objetivos exploratórios e descritivos. As fontes de informação foram bibliográficas e de campo e os procedimentos utilizados para a produção dos dados: levantamento, documental e bibliográfico. Um questionário semiaberto do Google Forms contendo perguntas abertas e fechadas e com respostas facultativas foi enviado para o e-mail institucional do/a participante de 6 câmpus e Reitoria, os demais (16 câmpus) não participaram da pesquisa devido a falta de anuência por parte de seus/as diretores/as. Também foram analisados documentos, legislações, artigos e dissertações sobre assédio moral para a produção de dados. A interpretação dos dados foi realizada com base na Análise Textual Discursiva de Moraes e Galiazzi (2020), sob a luz do Materialismo Histórico Dialético. Junto à pesquisa, foi elaborado como produto educacional uma roda de conversa, a qual contou com a presença do pesquisador/doutor Roberto Heloani, sendo realizada presencialmente em um dos câmpus do IFSC (São José) e simultaneamente transmitida pelo canal do Youtube institucional. A pesquisa evidenciou a presença do assédio moral entre os/as servidores/as do IFSC e, além disso, a frequência de práticas, tanto pessoais quanto institucionais, que corroboram com a sua existência e permanência.
Moral harassment is a form of violence that violates human dignity, causing physical, emotional, psychological, and other harm. A literature review revealed a significant gap in academic literature on the subject in the educational field, particularly in Vocational and Technological Education (EPT). This scenario raised questions and reflections on how individuals in these educational settings perceive, deal with, and combat this violence. Given the lack of information regarding the reality in these settings, the Federal Institute of Santa Catarina (IFSC) was chosen to conduct research at an institution that offers EPT. The overall objective of this research was to analyze the perceptions of IFSC employees regarding moral harassment. For the construction and reflection of the knowledge and data that were produced, this dissertation had as theoretical reference authors who dialogue with the research theme specifically such as Hirigoyen (2003, 2006), Freitas (2001, 2007, 2008), Barreto (2005, 2008, 2011, 2015) and Heloani (2004, 2005, 2008, 2015, 2023) and others who understand that work and education are inseparable in human existence such as Freire (1986, 1992, 2004), Kuenzer (2017), Leite (2017), Mészáros (2008), Moura (2014), Ramos (2008, 2014) and Saviani (2017). The research adopted a qualitative approach, with exploratory and descriptive objectives. The sources of information were bibliographical and fieldwork, and the data collection procedures used were survey, documentary, and bibliographic. A semi-open Google Forms questionnaire with open-ended and closed-ended questions with optional answers was sent to the institutional email addresses of participants from six campuses and the Rector's Office. The remaining 16 campuses did not participate in the study due to lack of consent from their directors. Documents, legislation, articles, and dissertations on bullying were also analyzed for data collection. Data interpretation was based on Moraes and Galiazzi's (2020) Discursive Textual Analysis, under the light of Dialectical Historical Materialism. Along with the research, a discussion circle was developed as an educational product, attended by researcher/PhD Roberto Heloani. It was held in person at one of the IFSC campuses (São José) and simultaneously broadcast on the institution's YouTube channel. The research highlighted the presence of bullying among IFSC employees and, further, the frequency of practices, both personal and institutional, that corroborate its existence and persistence.
