Análise crítica da matriz curricular das relações étnico-raciais da Educação Básica - Rede Municipal de Florianópolis

Abstract

O presente artigo se dispõe a estudar de forma mais analítica a Matriz Curicular para as Relações Étnico-Raciais do Município de Florianópolis, abordando a Lei Federal 10.639/2003. Elenca-se então como problemática a seguinte questão: O que os pressupostos da Matriz Curricular para as Relações Étnico-Raciais da Educação Básica de Florianópolis, possibilita como garantias o reconhecimento da identidade e o direito á educação de crianças, adolescentes e pessoas negras no âmbito escolar? Para responder a esta problemática, tendo como objetivo geral, analisar criticamente o documento da Matriz Curricular das Relações Étnico-raciais na Educação Básica da Rede municipal de Florianópolis, pautado na Lei Federal 10.639/2003, para as Relações Étnico-Raciais. Para os objetivos específicos propunha-se: analisar as principais ações da Matriz curricular de acordo com a Lei 10.639/2003, Art.26A, como princípio básico no combate ao racismo no âmbito escolar e identificar no documento os principais eixos entre educação e as relações étnicos raciais, como forma de garantia de direitos as crianças/adolescentes negros e o reconhecimemnto das suas identidades enquanto sujeitos de direitos. Justificativa-se, então o estudo, necesidade de analisar o documento proposto, com o intuito de destacar as lacunas mais evidentes, existentes, que possa ser analisada em prol de proceder a luta e o combate ao racismo nas escolas e núcleos de educação infantil da Rede Municipal, em prol de uma educação para a liberdade e emancipação. A pesquisa será de cunho documental e bibliográfica, sua abordagem qualitativa, utilizando-se de fontes secundárias para obtenção de dados. O referencial teórico utilizado neste estudo, orientou-se pelas contribuições de Frantz Fanon, Clóvis Moura e Paulo Freire, na perspectiva da educação como prática para a liberdade e emancipação do sujeito. Dos resultados, percebeu-se de que é necessário estudar de forma mais profunda sobre o racismo estrutural e suas ramificações, valorizar as identidades negras no âmbito educacional, direcionar o trabalho pedagógico para as questões das relações étnico-raciais. Percebeu-se documento, parece-se ser um manual e imediatista, para sanar as questões raciais a pronto-entrega, mesmo preocupando-se com o racismo, este, pouco pareceu ser o foco central do documento, mas falar e escrever sobre o racismo é necesário, é fundamental é imprescindível.

This article aims to analytically study the Curriculum Matrix for Ethnic-Racial Relations in the Municipality of Florianópolis, addressing Federal Law 10.639/2003. The following question is posed as the problem: What do the assumptions of the Curriculum Matrix for Ethnic-Racial Relations in Basic Education in Florianópolis guarantee in terms of recognizing the identity and the right to education of Black children, adolescents, and people within the school environment? To answer this question, the general objective is to critically analyze the document of the Curriculum Matrix for Ethnic-Racial Relations in Basic Education of the municipal network of Florianópolis, based on Federal Law 10.639/2003, for Ethnic-Racial Relations. For the specific objectives, the proposal was to: analyze the main actions of the Curriculum Matrix in accordance with Law 10.639/2003, Article 26A, as a basic principle in combating racism in the school environment; and identify in the document the main axes between education and ethnic-racial relations, as a way of guaranteeing the rights of Black children/adolescents and recognizing their identities as subjects of rights. Therefore, this study is justified by the need to analyze the proposed document in order to highlight the most evident gaps that can be analyzed to advance the fight against racism in schools and early childhood education centers of the Municipal Network, in favor of education for freedom and emancipation. The research will be documentary and bibliographic in nature, with a qualitative approach, using secondary sources to obtain data. The theoretical framework used in this study was guided by the contributions of Frantz Fanon, Clóvis Moura, and Paulo Freire, from the perspective of education as a practice for the freedom and emancipation of the subject. From the results, it was perceived that it is necessary to study structural racism and its ramifications more deeply, to value Black identities in the educational field, and to direct pedagogical work towards issues of ethnic-racial relations. The document appears to be a manual, focused on immediate solutions to racial issues, although it does address racism, it seems to be the central focus. However, speaking and writing about racism is necessary, fundamental, and essential.
