Análise do custo marginal de operação para diferentes condições operativas em um sistema termelétrico simplificado

Resumo

A introdução do preço de liquidação das diferenças (PLD) em base horária, conforme estabelecido pela Portaria do Ministério de Minas e Energia de nº 301/2019, marcou uma mudança relevante na precificação da energia no mercado de curto prazo brasileiro. Como o PLD é matematicamente derivado do Custo Marginal da Operação (CMO), compreender os mecanismos físicos que formam esse sinal de preço torna-se fundamental. Diante desse cenário, este trabalho tem como objetivo analisar o comportamento do CMO sob diferentes condições operativas, por meio do desenvolvimento de um modelo computacional simplificado de despacho termelétrico. A metodologia emprega um problema de otimização estruturado em Programação Linear Inteira Mista (PLIM), desenvolvido em linguagem Python, visando minimizar o custo total de operação do sistema mediante a extração da variável dual associada ao balanço de geração. O estudo avalia, de forma incremental, o impacto de restrições operativas, como limites de capacidade, rampas de geração, decisões de Unit Commitment (variáveis binárias) e inercia térmica (tempos mínimos de permanência). Os resultados demonstram que a inflexibilidade operativa das usinas afeta drasticamente a alocação do despacho e provoca resultados contraintuitivos na determinação do CMO, resultando em fenômenos complexos, como picos de CMO superiores ao CVU da usina mais cara e a formação de preços sombras negativos, evidenciando o forte efeito do acoplamento intertemporal na determinação do CMO.
The implementation of the hourly spot price (PLD), as established by Ordinance n° 301/2019 issued by the Ministry of Mines and Energy, marked a significant change in electricity pricing in the Brazilian spot market. Since the PLD is mathematically derived from the Marginal Operating Cost (CMO), understanding the physical mechanisms that shape this price signal becomes fundamental. Given this scenario, this study aims to analyze the behavior of the CMO under different operating conditions through the development of a simplified computational model for thermal dispatch. The methodology employs an optimization problem structured in Mixed-Integer Lear Programming (MILP), developed in Python, aiming to minimize the total system operating cost by extracting the dual variable associated with the generation balance. The study incrementally evaluates the impact of operational constraints, such as capacity limits, generations ramps, Unit Commitment decisions (binary variables), and thermal inertia (minimum up and down times). The results demonstrate that the operational inflexibility of the power plants drastically affects dispatch allocation and causes counterintuitive results in the CMO determination. This leads to complex phenomena, such as CMO peaks higher than the Variable Unit Cost (CVU) of the most expensive plant and the formation of negative shadow prices, evidencing the strong effect of intertemporal coupling on the determination of the CMO.
