Compatibilidade com a NBR 9050/2020 dos projetos propostos pelas organizações sem fins lucrativos que estabelecem parcerias com a Fundação Catarinense de Educação Especial: análise e sugestões

A Fundação Catarinense de Educação Especial (FCEE), entidade da administração indireta do Estado de Santa Catarina responsável por definir e coordenar a Política de Educação Especial estadual, firma parcerias com organizações sem fins lucrativos da sociedade civil (OSCs) visando o atendimento dos alunos público-alvo da Educação Especial. Tais parcerias podem envolver a transferência de recursos para execução de obras e serviços de Engenharia nas edificações destas organizações com o objetivo de melhoria no atendimento dos alunos. Para a efetivação das parcerias nestes casos, a FCEE deve realizar a análise de viabilidade técnica dos projetos apresentados (incluindo critérios de acessibilidade). Assim, o objetivo deste trabalho foi elencar quais os pontos mais comuns de inconformidade com a NBR 9050/2020 os projetos das propostas de parcerias entre a FCEE e as OSC apresentam, por meio de análise documental dos projetos arquitetônicos dos processos autuados em março/2022. O desenvolvimento do trabalho foi dividido em 3 etapas: a elaboração de um instrumento de avaliação dos projetos arquitetônicos quanto a compatibilidade com a NBR 9050/2020, análise dos projetos arquitetônicos elencados e elaboração de orientações às entidades proponentes para apresentação de projetos arquitetônicos à FCEE. Desenvolveu-se um instrumento com 183 itens, dividido em 11 categorias (Calçadas, Estacionamentos, Acesso à edificação, Portas e aberturas, Rampas, Escadas e degraus, Elevadores, Plataformas elevatórias, Corredores, Sanitários, banheiros e vestiários e Detalhamento de piso tátil). Na aplicação deste instrumento para análise dos projetos, foram identificados itens em desacordo com norma, sendo os mais frequentes: banheiros considerados acessíveis sem entrada independente, dimensões do vão livre de portas, inclinação de rampas, largura de corredores e piso tátil em calçadas. Contudo, mais do que identificar os pontos mais frequentes de inconformidade com a norma, o achado mais relevante das avaliações foi a falta de detalhamento apresentado nos projetos. Em todos os 183 itens avaliados, pelo menos 1 dos projetos não apresentava informação suficiente para que a análise fosse viável. Diante disso, foi desenvolvido um folder com orientações contendo os requisitos mínimos a serem representados no projeto arquitetônico a ser submetido a análise da FCEE. Com os dados obtidos e os documentos elaborados por este trabalho, espera-se contribuir para a celeridade no processo de avaliação de projetos arquitetônicos.
The Fundação Catarinense de Educação Especial (FCEE), an entity of the indirect administration of the State of Santa Catarina responsible for defining and coordinating the state Special Education Policy, signs partnerships with non-profit organizations of civil society (OSCs) aiming at serving the students target audience of Special Education. Such partnerships may involve the transfer of resources for the execution of engineering works and services in the buildings of these organizations with the objective of improving student service. For the effectiveness of partnerships in these cases, FCEE must carry out a technical feasibility analysis of the projects presented (including accessibility criteria). Thus, the objective of this work was to list the most common points of non-compliance with NBR 9050/2020 in the proposed partnership between FCEE and the OSCs, through document analysis of the projects assessed in March/2022. The development of the work was divided into 3 stages: the elaboration of a project evaluation instrument regarding compatibility with NBR 9050/2020, analysis of the listed projects and preparation of guidelines to the proposing entities for the presentation of projects to the FCEE. An instrument was developed with 183 items, divided into 11 categories (Sidewalks, Parking lots, Access to the building, Doors and openings, Ramps, Stairs and steps, Elevators, Lift platforms, Corridors, Toilets, bathrooms and changing rooms and Tactile floor detailing). In the application of this instrument for project analysis, items that did not comply with the standard were identified, the most frequent being: bathrooms considered accessible without an independent entrance, dimensions of the free space of doors, inclination of ramps, width of corridors and tactile flooring on sidewalks. However, more than identifying the most frequent points of non-compliance with the standard, the most relevant finding of the estimates was the lack of detail presented in the projects. In all 183 items evaluated, at least 1 of the projects did not present enough information for the analysis to be feasible. In view of this, a folder was developed with guidelines containing the minimum requirements to be represented in the project designed to be learned in the FCEE analysis. With the data obtained and the documents prepared by this work, it is expected to contribute to the speed of the estimation process of projected projects.
