O impacto dos desastres naturais de 2008 no mercado imobiliário de Blumenau / SC

Em novembro de 2008 o munícipio de Blumenau/SC se vê impactado pelos deslizamentos de terra e inundações que atingiram a região. Esse fato repercutiu no período pós-desastre, no qual diversas famílias foram afetadas socialmente pois perderam suas residências. Através dessa parcela da população, que compartilhava o mesmo intuito de realocação de moradia, houve uma alteração na dinâmica demográfica do município e consequentemente no mercado imobiliário. Nesse trabalho de conclusão de curso, a pesquisa teve como objetivo analisar o impacto dessas alterações na dinâmica do mercado imobiliário local. Foram coletados dados econômicos e estatísticos anteriores e posteriores ao desastre, junto à Prefeitura de Blumenau/SC, IBGE, FURB, FIPEZAP, CBIC, FGV e ABECIP. Também foram entrevistados profissionais que atuam no mercado imobiliário local para obter suas avaliações subjetivas referentes ao fenômeno. As informações retrataram a dinâmica populacional, a demanda na aquisição/construção de imóveis e a influência da economia nacional em relação ao impacto no mercado imobiliário de Blumenau/SC. Os resultados da pesquisa evidenciaram uma movimentação bem definida: os bairros atingidos apresentaram um decréscimo, enquanto outras áreas, um crescimento na aquisição/construção de moradias. Os valores dos imóveis também se alteraram em função da demanda e sua posição geográfica: os atingidos desvalorizaram, enquanto os demais apresentaram uma valorização econômica. Descartando-se todos os fatores externos, o contexto macroeconômico apresenta comportamento antagônico entre o mercado imobiliário nacional e o mercado imobiliário de Blumenau/SC. Infere-se que o comportamento econômico do país não impactou nos bairros atingidos, ou seja, essas variações observadas na demografia e nas licenças de construção são consequências diretas do desastre de 2008, comprovando a hipótese desse trabalho.
In November 2008, the municipality of Blumenau/SC was impacted by landslides and floods that hit the region. This had repercussions after the disaster, in which several families were socially affected because they lost their homes. Through this portion of the population, which shared the same intention of housing reallocation, there was a change in the demographic dynamics of the municipality and consequently in the real estate market. In this capstone project, the research aimed to analyze the impact of these changes on the dynamics of the local real estate market. Economic and statistical data were collected before and after the disaster, together with the city hall of Blumenau/SC, IBGE, FURB, FIPEZAP, CBIC, FGV and ABECIP. Also interviewed were professionals who work in the local real estate market to obtain their subjective evaluations regarding the phenomenon. The information portrayed the population dynamics, the demand in the acquisition/construction of properties and the influence of the national economy in the relation to the impact on the real estate market of Blumenau/SC. The results of the survey showed a well-defined movement: the neighborhoods affected showed a decrease, while other areas, a growth in the acquisition/construction of housing. The values of the properties also changed according to demand and their geographical position: those affected depreciated, while the others showed an economic valuation. Discarding all external factors, the macroeconomic context presentes antagonistic behavior between the national real estate and the real estate market of Blumenau/SC. It is inferred that the country’s economic behavior did not impact the affected neighborhoods, that is, these variations observed in demographics and building permits are direct consequences of the 2008 disaster, proving the hypothesis of this work.
