Planejamento orçamentário no Câmpus Joinville do IFSC: proposta de um guia para gestores

Esta pesquisa foi realizada no âmbito do Programa de Mestrado Profissional de Educação Profissional e Tecnológica (ProfEPT) do Instituto Federal de Educação, Ciência e Tecnologia de Santa Catarina (IFSC) – Câmpus Florianópolis, na Linha de Pesquisa: Organização e Memórias de Espaços Pedagógicos na Educação Profissional e Tecnológica, no macroprojeto ligado a Organização de espaços pedagógicos, e aborda questões relacionadas ao planejamento da gestão da EPT. O objetivo geral é propor orientações para a gestão do processo de elaboração do Plano Anual de Trabalho no Câmpus Joinville do IFSC, por meio do desenvolvimento de um Produto Educacional para os gestores(as) do câmpus. A fundamentação teórica aborda conceitos de Planejamento e do Orçamento Público em Instituições de Educação Profissional e Tecnológica. A coleta de dados conta com pesquisa bibliográfica; pesquisa documental, na qual foram analisados os documentos norteadores do planejamento no IFSC; pesquisa de campo, com informações levantadas via questionário digital com os(as) gestores(as) em exercício, que apontaram as principais lacunas de conhecimento na área; e roda de conversa, para avaliação do produto. O Produto Educacional desenvolvido é um Guia de Planejamento Orçamentário no formato digital, um instrumento de orientação para tomadas de decisões, que promoverá eficiência na alocação de recursos para o desenvolvimento de projetos que atendam às necessidades do Câmpus e da comunidade. Os resultados da pesquisa evidenciam que a alta rotatividade de gestores compromete a memória institucional e reduz a experiência prática na elaboração do Plano Anual de Trabalho (PAT). Constatou-se, ainda, que os obstáculos enfrentados são intensificados pela escassez de recursos e pela falta de consulta a documentos norteadores, como o Plano de Desenvolvimento Institucional (PDI) e os relatórios da Comissão Própria de Avaliação (CPA), o que dificulta o alinhamento estratégico dos projetos do câmpus.
This research was conducted within the scope of the Professional Master’s Program in Professional and Technological Education at the Federal Institute of Education, Science and Technology of Santa Catarina – Florianópolis Campus, in the Research Line “Organization and Memories of Pedagogical Spaces in Professional and Technological Education,” under the macro-project related to the organization of pedagogical spaces. The study addresses issues related to the management planning of Professional and Technological Education. The general objective is to propose guidelines for managing the process of preparing the Annual Work Plan at the Joinville Campus of IFSC, through the development of an Educational Product for campus managers. The theoretical framework discusses concepts of Planning and Public Budgeting in Professional and Technological Education Institutions. Data collection included bibliographical research; documentary research, in which the guiding planning documents at Federal Institute of Santa Catarina were analyzed; field research, based on information gathered through a digital questionnaire administered to current managers, which identified the main knowledge gaps in the area; and a focus group discussion to evaluate the product. The Educational Product developed is a Digital Budget Planning Guide, designed as a decision-making support tool that promotes efficiency in resource allocation for the development of projects that meet the needs of the campus and its community. The research results indicate that the high turnover of managers compromises institutional memory and reduces practical experience in preparing the Annual Work Plan. Furthermore, it was found that the obstacles faced are intensified by resource scarcity and by the lack of consultation of guiding documents, such as the Institutional Development Plan and the reports of the Internal Evaluation Commission, which hinders the strategic alignment of campus projects.
