Programa bandeira azul e as praias de Florianópolis: uma análise das potencialidades da ilha

Na atualidade, as questões ambientais e a gestão referente à zona costeira têm encontrado grande espaço nas discussões sobre os recursos naturais, com a perspectiva de incentivar o uso sustentável dos recursos provenientes desse ambiente. É notório que atividades empreendidas nas atividades de turismo (como parques aquáticos, mergulho, passeios de barco) e o setor imobiliário, entre outras atividades, causam impactos ao ambiente costeiro. É importante avaliá-los e propor ações de mitigação, pela implantação de políticas de conservação/proteção desse ambiente. Entendendo que essas mesmas atividades podem funcionar como um meio de disseminação do processo de educação ambiental, verificamos que há iniciativas de sua promoção no ambiente costeiro. Nessa linha, a Foundation for Environmental Education (FFE), desenvolveu um programa de certificação internacional chamado Bandeira Azul, aplicável às praias, marinas e operadores de embarcações de turismo. Conforme as diretrizes do programa, as autoridades locais e os gestores de praia são desafiados a alcançar altos padrões de qualidade em quatro temas: qualidade da água, gestão ambiental, educação ambiental e segurança. No Brasil, o Bandeira Azul é representado pelo Instituto Ambientes em Rede (IAR), membro da FEE desde 2005. O presente trabalho apresenta resultados de uma pesquisa que contou com visitas às praias, entrevistas com usuários e levantamento de dados em sites oficiais, com o objetivo de propor uma metodologia de modelagem para avaliar a qualidade das praias, e indicar um ranking das praias da Ilha de Santa Catarina (Florianópolis), baseado nos critérios do programa Bandeira Azul. Os resultados desta pesquisa poderão ser utilizados, por gestores, turistas e moradores. A pesquisa atingiu seu objetivo, se mostrando eficaz, pois através da metodologia proposta foi possível demonstrar o nível de aderência das praias de Florianópolis ao programa “Bandeira Azul”, no ranking elaborado e disponibilizado através de um catálogo (site).
Currently, environmental issues and management related to the coastal zone have found great space in discussions related to natural resources, with the perspective of encouraging the sustainable use of resources from this environment. It is well known that activities undertaken in the tourism industry (such as water parks, diving, boat trips) and the real estate sector, among other activities, have impacts on the coastal environment, and it is desirable to evaluate them and propose mitigation actions for them, through the implementation of policies for the conservation/protection of this environment. Understanding that these same activities can work as an excellent means of spreading the environmental education process, we found that there are initiatives for their promotion in the coastal environment. Along these lines, the Foundation for Environmental Education (FFE) has developed an international certification program called the Blue Flag, applicable to beaches, marinas and tourism boat operators. As per the program guidelines, local authorities and beach managers are challenged to achieve high quality standards in four themes: water quality, environmental management, environmental education, and safety. In Brazil, the Blue Flag is represented by Instituto Ambientes em Rede (IAR), a member of the FEE since 2005. The present work presents results of a research that included visits to beaches, interviews with users and data collection on official websites, aiming the objective of proposing a methodology, and indicating a ranking of the beaches of Santa Catarina Island (Florianopolis), based on the criteria of the Blue Flag program. The results of this research can be used, by managers, tourists and residents. The research reached its objective, proving to be effective, because through the proposed methodology it was possible to demonstrate the level of adhesion of the beaches of Florianopolis to the “Blue Flag” program, in the ranking elaborated and made available through a catalog (website).
